Special Funds appropriated to this department represent receipts from rental of
armories. It is the intention that these funds shall be made available to the deparment
by budget amendment.

Owing to the uncertainty as to financial requirements for the Military Department
for the fiscal years 1944 and 1945, any unexpended part of the appropriation for the fiscal
year 1944 shall not revert to the Treasury, but shall be carried forward and become
available to the Military Department in the fiscal year 1945, upon approval by the
Board of Public Works, for such purposes of the Department as the said Board shall
feel is necessary for the needs of the State, or if not needed for purposes of the Military
Department, any unexpended balances in the Budget of the Military Department
for the fiscal years 1944 and 1945 are to be made available, upon approval of the Board
of Public Works, for such expenses as may be necessary for the purposes of the Maryland
Council of Defense.
