House Resolution No. 3—By Mr. Buffington :

Resolution requesting the Governor to appoint a Commission to
make a full and complete study of assessment problems.

Whih was read the first time and referred to the Committee on
Ways and Means.

RECESS

At 2.00 o'clock P. M., on motion of Mr. Pumphrey, the House took
a recess until 3.30 o'clock P. M.

AFTER RECESS

At 3.30 o'clock P. M. the House resumed its session.

MESSAGE TO THE SENATE

By Mr. Pumphrey:

HOUSE OF DELEGATES

ANNAPOLIS, MD., November 10, 1950.
Gentlemen of the Senate:

The Governor has signified his intention of addressing the Gen-
eral Assembly on Friday, November 10, 1950, at 4 o'clock P. M.

We propose a joint meeting of the General Assembly at 4 o'clock
P. M. in the House Chamber where the Governor will deliver his
address.

We have appointed Messrs. Preston and McDaniel to escort your
Honorable Body to the House Chamber.

We also propose a joint committee of five, three on the part of
the House and two on the part of the Senate, to advise the Governor
