the expansion of existing services but also the possibility of sub-
stantial appropriations for civilian defense. It would not only be
unwise but a disservice on my part not to give heed to their possi-
bilities.

The above are the reasons for calling you into Extraordinary
Session. Other bills may be introduced, and I will be glad to give
you the benefit of my judgment about them if you so desire.

It so happens that this occasion will mark the end of a four-year
term of service together, and I therefore take this opportunity to
congratulate and thank you for the service you have rendered to
the people of this State. I realize that the problems you have faced
have been difficult, and the decisions you have been called upon to
make have been trying.

The rapid passage of time and course of events have not given
me the chance to enumerate nor evaluate specifically the worth of
your service.

I am confident that in due course others will adequately do that
for you.

For my own part, I offer you my heartfelt thanks for all that
you have done, for your cooperation with me during the difficult
period we have faced together.

I shall forever cherish the memory of your cooperation with me,
and your courageous,attitude in the public service.

I trust your work here now may be speedily accomplished, and
when you have concluded your labors, Mrs. Lane and I would be
glad to have any of our friends drop in to see us at the Executive
Mansion.
