"Caroline County", sub-title "Circuit Court", said new
section to be known as Section 78A, and to follow im-
mediately after Section 78 of said Article, providing that
one-half of all fines and penalties imposed by the Cir-
cuit Court for Caroline County, and one-half of all for-
feitures collected by said Court shall be expended under
the direction of the Court for the augmentation and
maintenance of the Law Library of said Court; and to
repeal Section 90 of Article 6 of said Code, title "Caro-
line County", sub-title "Law Library".

AN ACT to repeal and re-enact, with amendments, Section
45 of Article 18 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Queen Anne's County",
sub-title "Centreville", relating to the qualifications of
voters at town elections.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 45 of Article 18 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Queen Anne's County", sub-title "Centreville", be and it
is hereby repealed and re-enacted, with amendments, to
read as follows:
45. Any inhabitant of Queen Anne's County of the age
of 21 years and qualified to vote for the members of the
General Assembly of Maryland and who are assessed with
one hundred dollars ($100. 00) or more worth of real estate
or personal property on the tax books of the town of
Centreville and pays taxes thereon, and no others,
shall elect by ballot, on the first Monday of April,
in the year 1942, and every two years thereafter, three
male residents of said town and holding real estate in said
town above the value of three hundred dollars, as Town
Commissioners thereof. And at any time before such elec-
tion is held the Town Commissioners then in office shall
appoint some justice of the peace of Queen Anne's County
residing in said town a judge of election, who shall appoint
a clerk to take down the votes cast at said election; and
the clerk aforesaid before he proceeds to act as such shall
take an oath before said justice of the peace that he will
