certificate of sale. The party defendant, in any such action
brought by the Mayor and City Council for the appoint-
ment of a receiver shall be the owner of the property whose
name last appears as such on the Collector's tax roll. Upon
any such petition, if the court shall decide that the appoint-
ment of a receiver is justified, the City Comptroller shall
be appointed as receiver without the necessity of giving a
receiver's bond. The official bond of the City Comptroller
shall be accepted by the Court in lieu of a receiver's bond.
The City Comptroller when appointed receiver of any
property under this Section, shall have the same rights and
duties as any other receiver appointed by an equity court
in the City of Baltimore.
Section 6ID. Assessment of Property During Redemp-
tion Period—Subsequent Taxes and Other Municipal Liens
Must be Paid Before Deed Is Delivered. Until a final de-
cree is passed under the provisions of this Act foreclosing
all rights of redemption in any property sold by the Col-
lector and until a deed to said property is executed and
delivered to the holder of the certificate of sale, such prop-
erty shall continue to be assessed as though no sale had
been made, whether the Mayor and City Council of Balti-
more or some other person holds the certificate of sale. All
taxes and other municipal liens accruing subsequent to the
date of sale, together with interest and penalties thereon,
shall be additional liens against the property. The Col-
lector shall not deliver a deed to the holder of a certificate
of sale under the provisions of this Act unless and until
all such subsequent taxes and other municipal liens, to-
gether with interest and penalties thereon, are paid in full.
ACTION TO FORECLOSE RIGHT OF REDEMPTION
Section 62. Construction of Sections. The provisions
of this Act shall be liberally construed as remedial legisla-
tion to encourage the foreclosure of rights of redemption
by suits in the equity courts and for the decreeing of mar-
ketable titles to property sold by the Collector.
Section 62A. Rights of Mayor and City Council. The
Mayor and City Council of Baltimore shall have the same
rights and remedies under this Act as any other purchaser
at tax sales including the right to foreclose the right of
redemption.
Section 62B. Effect on Prior Sales. Whenever, prior
to the taking effect of this Act, any property was sold for
the non-payment of any taxes or other municipal liens and
