ments therein, of the title of the purchaser to the property
therein described, and of the regularity and validity of all
proceedings had in reference to the taxes and other mu-
nicipal liens for the non-payment of which the property
was sold and the sale thereof. After one year from the
date of sale, no evidence shall be admitted in any court to
rebut the presumption, unless the holder thereof shall have
procured the certificate of sale by fraud or had previous
knowledge that it was fraudulently made or procured.

PURCHASE BY MAYOR AND CITY COUNCIL

Section 60. Purchase by Mayor and City Council. The
Mayor and City Council of Baltimore is hereby fully em-
powered to buy in and hold any property in the City of
Baltimore offered for sale for non-payment of any taxes
or other municipal liens, or both, for which there shall be
no other purchaser. The said City shall have the same
rights and remedies with regard to such property as other
purchasers, including the right to foreclose the right of
redemption. A certificate of sale in the form herein pro-
vided for shall be issued by the Collector in the name of
the City.

Section 60A. Property Purchased by City. Right to
Resell. Whenever the Mayor and City Council of Balti-
more has purchased any property at a tax sale, the said
City shall have full power to sell and assign the certificate
of sale relating to the same and to resell any such property
in accordance with the provisions of the ordinances of the
Mayor and City Council of Baltimore.

REDEMPTION.

Section 61. Right of Redemption. Certificate of Re-
demption. The owner or other person having an estate or
interest in the property sold by the Collector may redeem
the said property at any time until the right to redeem has
been finally foreclosed under the provisions of this Act, by
paying to the Collector the amount required for redemp-
tion as hereinafter set forth. Upon receipt of the proper
amount, the Collector shall notify the holder of the certifi-
cate of sale that the property has been redeemed and that
upon surrender of the certificate of sale all redemption
money received by him will be paid to the said holder. For
the purposes of this Section, the Collector is authorized to
conclusively presume that the original purchaser at the tax
sale is the holder of the certificate of sale, unless and until
the Collector receives a written notice advising him of an
assignment thereof and giving him the name and address
