Code of Maryland (1939 Edition), title "Habeas Corpus",
sub-title "Jurisdiction and Procedure", be and it is hereby
repealed and re-enacted, with amendments, to read as.
follows:
3. Any person committed, detained, confined or re-
strained from his lawful liberty within this State for any
alleged offense or under any color or pretense whatsoever,
or any person in his or her behalf, may complain to the>
Court or judge having jurisdiction and power to grant the
writ of habeas corpus, to the end that the cause of such
commitment, detainer, confinement or restraint may be1
inquired into; and the said respective courts or judges to>
whom such complaint is so made shall, unless it appears
from the complaint itself or the documents annexed that
the petitioner would not be entitled to any relief, forthwith
grant the writ of habeas corpus, directed to the officer or
other person in whose custody or keeping the party so de-
tained shall be, returnable immediately before the said
court or judge granting the same.
SEC. 2. And be it further enacted, That Section 14 of
Article 42 of the Annotated Code of Maryland (1939 Edi-
tion), title "Habeas Corpus", sub-title "Jurisdiction and.
Procedure", be and the same is hereby repealed.
SEC. 3. And be it further enacted, That this Act shall,
take effect June 1, 1941.

AN ACT to add a new section to Article 89B of the Annotated
Code of Maryland (1939 Edition), title "State Roads", said-
new section to be known as Section 149 and to follow im-
mediately after Section 148 of said Article, to be under
new sub-title "Parkways", relating to the establishment
and regulation of parkways.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
89B of the Annotated Code of Maryland (1939 Edition), title
"State Roads", said new section to be\known as Section 149,
to follow immediately after Section 148 of said Article, to be-
under new sub-title "Parkways", and to read as follows:
