fixed by the Insurance Commissioner and paid only from the
fees received under this section until October 1st, 1943, after
which time the compensation shall be such as may be provided
in the Budget.
(b) In the event that the Commissioner denies an appli-
cation or revokes or suspends a license he shall promptly
notify the applicant (or licensee) of his decision; and suck
applicant (or licensee) may, within thirty (30) days of the
sending of such notice by the Commissioner, appeal from such
decision to the Circuit Court of Baltimore City, or of the
County within which said applicant (or licensee) resides, and
said Court shall review both the law and the facts involved..
SEC. 2. And be it -further enacted, That this Act shall take
effect June 1, 1942.

CHAPTER 431.
(House Bill 130)
AN ACT to add to Article 54 of the Annotated Code of Mary-
land (1939 Edition), title "Land Office", a new sub-title
"Public Records", to follow immediately after Section 49*
of said Article, and one new section to be known as Section
51A and to follow immediately after Section 51 of said
Article, relating to transcribing or reproducing certain pub-
lic records.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new sub-title "Public Records" be, and it is hereby-
added to Article 54 of the Annotated Code of Maryland (193&
Edition), title "Land Office" to follow immediately after Sec-
tion 49 of said Article.
SEC. 2. And be it further enacted, That a new section be,
and it is hereby added to Article 54 of the Annotated Code of
Maryland (1939 Edition), title "Land Office", said new section
to be known as Section 51A to follow immediately after Sec-
tion 51 of said Article and to read as follows:
51A. Whenever any court or other public records are re-
quired to be transcribed or reproduced for any reason, such
copies may, in the discretion of the official charged with mak-
ing such transcription or reproduction, be made or reproduced
by photography, photostating or any similar process instead
