milk products are stored or offered for sale or from which
distribution for sale is made by him, shall pay a fee of Two
Dollars ($2. 00), unless such place is a duly licensed milk plant
hereunder. Every bobtailer shall pay a fee of Five Dollars
($5. 00). All fees paid under the provisions of this Section
for a license to be issued by the State Department of Health
shall be duly accounted for by such Department to the State
Comptroller and shall be used by such Department in carrying
out the provisions of this sub-title, and shall be included in
the State Budget to be submitted to the General Assembly at
each regular session thereof. All fees paid under the pro-
visions of this section for a license to be issued by a health de-
partment of a city or town (a) having a population in excess
of One Hundred Thousand (100, 000); (b) maintaining its
own municipal health department; and (c) maintaining a
system of milk control under State law or city ordinance shall
be duly accounted for by such department to the Comptroller
of such city or town, and shall be used by such department in
carrying out the provisions of this sub-title, and shall be in-
cluded in the Budget to be submitted annually by such city or
town to its Council.

500. When any such application shall have been properly
filed with the health authority, it shall be the duty of such
health authority to inspect all properties identified in such
application, together with all buildings and equipment, unless
such properties are located beyond the limits of the area of
routine inspection performed by such health authority; and
if such property, buildings and equipment be found to con-
form to the regulations of the health authority, a separate
permit for each property so approved shall forthwith be issued
to the applicant. Such permits shall be non-transferable, and
shall be valid only for a period of twelve months from the
date thereof or until revoked or suspended according to the
provisions of this sub-title. Where the property identified
in any application is located beyond the limits of routine in-
spection by the health authority, no permit therefor shall be
issued unless and until such applicant shall satisfy such
health authority that the property, buildings and equipment
conform, and that the operation of the same, and the milk
and milk products there to be produced, processed, stored or
offered for sale will one and all conform to local health au-
thority requirements which are at least the equivalent of those
set forth in this sub-title and in the rules and regulations
issued thereunder for the area in which such milk or milk
product is intended for human consumption.

501. Whenever the health authority shall find that any of
the provisions of this sub-title, or of any rule or regulation
