and Public Local Laws of Baltimore City (1938 Edition), Sec-
tion 528 of said Local Laws, sub-title "Fines and Forfeitures",
and Section 810 of said Local Laws, sub-title "Pawnbrokers",
be and the same are hereby repealed.

SEC. 5. And be it further enacted, That the sub-title
"Brokers" and Sections 13 to 22, inclusive, of Article 56 of
the Annotated Code of Maryland (1939 Edition), title
"Licenses", and sub-title "Junk Dealers" and Section 279 of
said Article, be and the same are hereby repealed.

SEC. 6. And be it further enacted, That Section 4 of Article
81 of the Annotated Code of Maryland (1939 Edition), title
"Revenue and Taxes", sub-title "Classification of Taxes", be
and the same is hereby repealed and re-enacted, with amend-
ments, to read as follows:

4. The taxes imposed by this Article shall be divided into
(1) ordinary taxes, and (2) special taxes. Direct taxes im-
posed in respect of real or personal property shall be ordinary
taxes. Special taxes shall include:

(a) Tax on deposits of savings banks.

(b) Gross receipts tax.

(c) Tax on commissions of executors and administrators.

(d) Inheritance tax.

(e) Bonus tax on corporations.

(f) Tax on franchise to be a corporation.

(g) Franchise tax on foreign corporations,
(h) Income Tax.

SEC. 7. And be it further enacted, That Section 10(b) of
Article 81 of the Annotated Code of Maryland (1939 Edition),
title "Revenue and Taxes", sub-title "By Whom Assessments
Shall Be Made", be and the same is hereby repealed and re-
enacted, with amendments, to read as follows:

10(b) The following shall be valued and assessed for pur-
poses of State, county and/or city taxation by the State Tax
Commission:

(1) Shares of stock subject to taxation under this Article
in any national bank located in this State or in any domestic
corporation.

(2) So much of the shares of capital stock of domestic
finance corporations and of the capital stock of foreign
finance corporations as represents the business done in this
State.

(3) Rolling stock of railroads worked by steam.

(4) Distilled spirits.
