Police except that he may be selected without regard to place
of residence, the list prepared by the Police Civil Service Com-
missioner or the other qualification regarding police officers;
provided, that such person be a qualified fingerprint expert,
possess a knowledge of ballistics, have experience in photog-
raphy, the collection, assemblage and preservation of evi-
dence for use in criminal cases, and otherwise satisfy the
Board of Commissioners that he is qualified in scientific crime
detection. In addition to conducting the said department
said officer shall instruct such other officers as the Chief of
Police may designate in methods of scientific crime detection.
The head of said department shall be known as Detective-
Lieutenant and shall receive the sum of Twenty-five Hundred
and Twenty ($2, 520. 00) Dollars per annum, payable in equal
monthly installments. No salaries or compensation shall
be paid to any person or persons engaged in the work
of said department, except to members of the Montgomery
County Police Force as herein authorized; but nothing herein
contained shall prevent said County Commissioners from au-
thorizing the payment of any vouchers approved by the State's
Attorney for Montgomery County for technical or expert as-
sistance or witnesses in connection with the administration
of his office or the presentation of criminal cases under his
direction.
800A. Any member of the Montgomery County Police
Force who volunteers for or is inducted into service in any
branch of the military or naval forces of the Federal Govern-
ment shall at the termination of such service, on application
to the County Commissioners of Montgomery County, be rein-
stated as a member of said Police Force in his former status
and seniority. To the extent made necessary by Such reinstate-
ments all men appointed to the Montgomery County Police
Force after June 1, 1941, shall be considered temporary ap-
pointees removable upon the reinstatement of said volunteers
and inductees. The temporary appointees shall be removed in
the order of their appointment to the Montgomery County
Police Force and if two or more are appointed at the same
time then they shall be removable in the inverse order of their
standing upon the list of appointments.
SEC. 2. And be it further enacted, That the County Com-
missioners shall make the appointments of new patrolmen
authorized by this Act from among the men whose names now
appear on the civil service eligible list as determined through
examinations held by the Police Civil Service Commissioner of
Montgomery County in January, 1940, and certified to the
County Commissioners of Montgomery County in February,
1940, or who pass a new physical examination or from
