456 LAWS OF MARYLAND. [CH. 291

31 of Article 30 of the Annotated Code of Maryland (1939
Edition), title "Deaf, Dumb and Blind", sub-title "Public
Assistance to the Needy Blind", be and the same are hereby re-
pealed and re-enacted, with amendments, to read as follows:

12. (Definitions. ) As used in this sub-title "State De-
partment" means the State Department of Public Welfare,
created under Article 88A of the Annotated Code of Maryland,
and any amendments thereto or supplements thereof.

"County Board77 means the County Welfare Board of the
several counties in this State or the Department of Public
Welfare of Baltimore City, created and existing under Article
88A of the Annotated Code of Maryland and any amendments
thereto or supplements thereof.

"Applicant" means a person who has applied for public
assistance under this sub-title.

"Recipient" means any person who is receiving public
assistance under this sub-title.

"Public assistance" means money payments to blind persons
in need as provided for in this sub-title.

13. (Duties of State Department. ) The State Department
shall:

(a) Supervise the administration of assistance to the needy
blind under this Article by the County Boards;

(b) Make such rules and regulations and take such action
as may be necessary or desirable for carrying out the provi-
sions of this Article. All rules and regulations made by the
State Department shall be binding upon the counties and
shall be complied with by the respective county boards;

(c) Prescribe the form of and print and supply to the
county boards such forms as it may deem necessary and ad-
visable;

(d) Cooperate with the Federal government in matters of
mutual concern pertaining to assistance to the needy blind;

(e) Make such reports in such form and containing such in-
formation, as the Federal government may, from time to time
require, and comply with such provisions as the Federal gov-
ernment may from time to time find necessary to assure the
correctness and verification of such reports;

(f) Perform such duties as are imposed upon it by Article
88A of the Annotated Code of Maryland and any amendments
thereto or supplements thereof.

14. (Duties of the County Boards. ) The County Boards
shall:

(a) Submit annually to the County Commissioners or the
Mayor and City Council of Baltimore, as the case may be,
after approval by the State Department, a budget containing
