arrangements with other States to waive residence require-
ments, case for case, when, in their judgment, the same is
deemed necessary, so long as the waiver does not invalidate
Federal matching;

(d) Has not sufficient income or other available resources to
provide a reasonable subsistence compatible with decency and
health;

(e) Has no child or other person responsible under the laws
of this State for his or her support and able to support him
or her; provided that if such child or other person is partially
able to support the applicant, such partial support shall be
taken into consideration in fixing the amount of any assistance
that may be granted;

(f) Is not an inmate of any public institution at the time
of receiving assistance. An inmate of such an institution may,
however, make application for such assistance, but the assist-
ance, if granted, shall not begin until he ceases to be an
inmate;

(g) Has not made an assignment or transfer of property
for the purpose of rendering himself eligible for assistance
under this Article at any time within three years immediately
prior to the filing of application for assistance or the receipt
of assistance pursuant to the provisions of this Article.

4. (Amount of Assistance. ) The amount of assistance
which any recipient shall receive shall be determined by the
County Department with due regard to the resources and
necessary expenditures of the individual and the conditions
existing in each case, and in accordance with the rules and
regulations made by the State Department, and shall be suffi-
cient, when added to all other income and support of the
recipient. to provide such person with a reasonable subsistence
compatible with decency and health; but in no case shall the
old age assistance granted exceed thirty dollars ($30. 00) per
month, except that in special cases requiring medical or nursing
care, the assistance granted shall not exceed forty dollars
($40. 00) per month.

7. (Application for Assistance. ) Application for assist-
ance under this Article shall be made to the County Depart-
ment of the county in which the applicant resides. The appli-
cation shall be made in the form and manner prescribed by
the State Department.

17. (Recovery from the Estate. ) On the death of any re-
cipient, the total amount of assistance paid under this Article
shall be allowed as a claim against the estate. One-half of the
net amount realized from all such claims shall be promptly
