the case of the conviction of a licensee, in addition to such
penalties, his license shall be suspended or revoked by the
Board of County Commissioners, upon the same terms and
conditions as provided by Section 222 of this sub-title in the
case of convictions for the violation of any of the other pro-
visions of this sub-title.

216. No licensee or employee of any licensee shall sell or
furnish any alcoholic beverage at any time to a minor under
twenty-one years of age, either for his own use or for the use
of any other person, or to any person who, at the time of such
sale or delivery, is visibly under the influence of any alcoholic
beverage, but beer or wine may be sold or furnished to a minor
with the consent of and when accompanied by, one of the
parents or the guardian of such minor.

. 217. (A) Licenses issued under this sub-title shall not be
regarded as property or as conferring1 any property right,
and all such licenses shall be subject to suspension, restriction
or revocation as in this Act provided.

(B) No licensee shall be entitled to a refund of an unearned
portion of the fee paid for a license upon surrender thereof
except in the event of receivership or bankruptcy of the busi-
ness, or in the event of the death of the licensee, and in such
cases refund shall be made for the benefit of the creditors or
estate of any such licensee. Any refunds authorized by this
sub-title shall be made by the Board of County Commissioners
upon certificate of the Clerk of the Circuit Court for Howard
County.

(C) On the death of any licensee, his license shall
expire but upon application to the Clerk of the Circuit Court
and the payment of One Dollar ($1. 00) made by the executor
or administrator of the deceased licensee, a certificate may be
granted authorizing the continuation of the business in the
name of such executor or administrator for the benefit of
decedent's estate until the date of expiration of such license,
subject to all provisions of this sub-title applicable to
the original licensee. If the business of the deceased licensee
be not continued, his executor or administrator may apply to
the Clerk of the Circuit Court and obtain a refund from the
date of application for the same to the date of expiration of
such license.

(D) Whenever any license issued under this sub-title has
been lost or destroyed, the Clerk of the Circuit Court shall
have power, upon application under oath containing a state-
ment of facts regarding the loss or destruction of the license,
to issue, upon payment to the Clerk of a fee of One Dollar
($1. 00), another license to be marked "duplicate" in addition
to all information appearing on the original license.
