them they may subsequently be disposed of under the direc-
tion of said County Commissioners at a private sale upon
the best terms they can obtain for the same; provided
said bonds shall not be sold at private sale for less than
par and accrued interest; and provided further, that said
County Commissioners in their discretion shall have the
right to reject any and all bids.

SEC. 4. And be it further enacted, That the actual cash
proceeds from the sale of said bonds shall be used in the
discretion of said County Commissioners of Washington
County for the following purposes, to wit:

(a) For the payment of the costs of the engraving or
printing of said bonds and for the payment of the costs
of advertising authorized by this Act and all other inci-
dental expenses connected with the issuance of said bonds.

(b) For the construction of a building known as the
National Defense Training Center Building in Hagers-
town, Washington County, Maryland.

(c) For the construction, alteration, addition and
equipment for the elementary school building in Hancock
District.

(d) All of the funds remaining after the payment for
the aforesaid properties shall be used in the discretion of
the said Board of Education for building purposes, includ-
ing the purchase of land, in its school program for said
Washington County.

SEC. 5. And be it further enacted, That the money
arising from the sale of said bonds shall be deposited in a
separate and special account in some bank or banks, sav-
ings institution or institutions or trust company or com-
panies by the said Board of County Commissioners of
Washington County that will pay interest at the best rate
obtainable, and the said money shall be paid out only on
checks, signed by the President of the said Board of County
Commissioners of Washington County, countersigned by
the Clerk of said Board.

SEC. 6. And be it further enacted, That the said Board
of Education of Washington County shall award the con-
tracts for the construction, alteration, addition and equip-
ment of the school buildings hereinbefore mentioned and
for all equipment and supplies for the same to the lowest
responsible bidder therefor after the said Board shall have
had competitive bids submitted to it; provided, however,
that the said Board shall have the right to reject any and
all bids. Said Board of Education shall require the suc-
cessful bidder or bidders to whom said contracts are award-
