bonds hereby authorized at maturity, the Mayor and Coun-
cil of Crisfield may include in the taxes hereby author-
ized an annual amount or amounts sufficient to provide for
the establishment of an adequate sinking fund with which
to meet said principal maturities. Said sinking fund shall
be managed and maintained by the Mayor and Council of
Crisfield and the funds therein contained shall be invested
in the manner prescribed by law.

SEC. 7. And be it further enacted, That this Act shall
take effect from the date of its passage.

CHAPTER 185.

(Senate Bill 255)

AN ACT to repeal and reenact with amendments Sections
159 and 160 of Article 56 of the Annotated Code of Mary-
land (1939 Edition), title "Licenses", sub-title "Motor
Vehicles", sub-heading "Fees for Registration of Motor
Vehicles", and to add a new section to said Article, said
new section to be known as Section 159A and to follow
immediately after Section 159 of said Article, relating
to the payment of taxes on motor vehicles before the
issuance or transfer of any plate or marker, certificate
of registration or title for any motor vehicle by the
Commissioner of Motor Vehicles and including Gaithers-
burg and Burkittsville among the towns in which munic-
ipal taxes on motor vehicles must be paid before license
may be issued or title transferred by the Commissioner
of Motor Vehicles.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 159 and 160 of Article 56 of the
Annotated Code of Maryland (1939 Edition), title "Li-
censes", sub-title "Motor Vehicles", sub-heading "Fees for
Registration of Motor Vehicles", be and they are hereby
repealed and reenacted with amendments, and that a new
section be and it is hereby added to said Article 56, said
new section to be known as Section 159A, to follow imme-
diately after Section 159 of said Article, and all to read as
follows:

159. The Commissioner of Motor Vehicles is hereby
authorized and directed to refuse to issue or transfer any
