tutions throughout the several Counties of the State should
this change be made. He states that it is to the interest of
all banks to conform to the conditions now prevailing under
the general law.

Persons interested in the introduction of the matter have
stated that they do not wish to disrupt the general banking
law simply to take care of one situation. Inasmuch as the
Bank Commissioner feels so definitely that this would be an
unfortunate departure from the uniform practice, I feel com-
pelled to veto the measure.

BEER BARREL.

Chapter 901 (House Bill No. 101). I have made inquiries
of the Alcoholic Beverages Tax Division of the State Comp-
troller's Office and also of Liquor License Boards in the State
as to whether this Bill is necessary or desirable.

Up until this date, I have not received any request for the
signing of the bill and I am assured that there are in existence
already Federal regulations which are sufficient to cover the
subject matter of the Bill.

The Liquor Boards state that they are not interested in
having the measure signed.

The Chief of the Alcoholic Beverage Division of the Comp-
troller's Office, Mr. Roger V. Laynor, has written me stating
that he and his associates consider the measure unnecessary in
so far as his office is concerned.

Under the circumstances, I will veto the Bill.

BOXING.

Chapter 662 (House Bill 705). This Bill makes it manda-
tory upon the State Athletic Commission to provide a time-
keeper, at a stipulated salary, for all professional boxing
matches, in addition to the provision now made.

No appropriation was made for this additional official and
the State Athletic Commission, in asking for the veto of this
Bill, states that the present appropriation would not make it
possible to pay for this extra official, and under the circum-
stances, I am compelled to veto the measure.

CAROLINE COUNTY.

Chapter 552 (Senate Bill 444). This Bill undertakes to
provide for the payment of one-half of all fines and penalties
imposed by the Circuit Court for Caroline County and one-
half of all forfeitures for the augmentation and maintenance
of the Law Library.

The Attorney General points out that the bill contains no
exception as to fines and forfeitures specially dedicated and
