VETOES

BILLS PASSED BY THE LEGISLATURE OF 1941 AND

VETOED BY GOVERNOR O'CONOR AND HIS

REASONS IN EACH CASE FOR THE SAME.

THE TOTAL NUMBER OF BILLS VETOED IS 83.

All of these Mils were vetoed by the Governor after the
adjournment of the Legislature, either having been pre-
sented to him after the adjournment of the Legislature or
not in sufficient time to require executive action before
adjournment.

ABERDEEN.

Chapter 550 (Senate Bill 442). The Attorney General in his
opinion to me after examination of this bill writes me as
follows:

"Chapter 550, Senate Bill 442, of the Acts of 1941,
provides a new charter for the Town of Aberdeen in
Harford County, and in examining this Bill, we
noticed that it contains no provision for the registra-
tion of the voters in the Town, and the provisions of
Section 14 of the Act also contravene the State-wide
law which prohibits towns and cities from passing
ordinances that are duplications of or inconsistent
with the State Motor Vehicle Law. "

The opinion stated further:

"* * * the approval of this bill might place the Town
in a situation where it could not have any election of
town officers until after the next Legislature meets
and makes provision for the registering of voters. "

Upon having these points brought to his attention, the
Senator from Harford County who sponsored the bill, has com-
municated with me recommending its veto which action I am
now taking.
