shall be offered for sale on competitive bids at public sale
at not less than the par value thereof upon such terms and
conditions as the Board of County Commissioners of Alle-
gany County shall determine and shall bear interest at a
rate not exceeding five per centum (5%) per annum; to
authorize the County Commissioners of Allegany County to
levy taxes upon all the assessable property within the cor-
porate limits of the County for the purpose of paying the
interest on said bonds and the principal thereof at maturity;
and to provide for the passage of this law as an emergency
measure.

WHEREAS,, inadequate and overcrowded hospital facilities
now existing in Allegany County are a menace to the public
health and welfare; and

WHEREAS, it is therefore believed that certain additional
facilities are immediately necessary and that the most feasible
method of acquiring said additional facilities is by the erection
of an addition and the making of alterations and improve-
ments to the Memorial Hospital in the City of Cumberland,
said addition, alterations and improvements to be jointly
financed on an equal basis by the County Commissioners of
Allegany County and the Mayor and City Council of Cumber-
land; therefore

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Allegany County be
and they are hereby authorized, empowered and directed to
raise, contribute and deliver to the Board of Governors of the
Memorial Hospital of Cumberland, a body corporate, the sum
of One Hundred and Fifty Thousand Dollars ($150, 000. 00) to
be used and applied by said corporation exclusively for the
purpose of defraying in part the cost of financing the erection
of an addition and alterations, improvements and enlarge-
ments to said hospital. Said sum shall be paid to said cor-
poration only upon the condition that and if and when the
Mayor and City Council of Cumberland shall procure in a
legal manner and shall pay to said Board of Governors of the
Memorial Hospital of Cumberland a like sum of One Hundred
and Fifty Thousand Dollars ($150, 000. 00) also to be devoted
exclusively to defraying the cost of the erection of said addi-
tion and the construction of said alterations, improvements
and enlargements to said Hospital, it being the intent and pur-
pose of this enactment that the entire cost of said addition,
alterations, enlargements and improvements shall be borne
equally by said County and said municipality. In the event
it is ultimately determined that a less sum is needed to finance
