Owing to the uncertainty as to financial requirements for the Military Department
for the fiscal years 1942 and 1943, any unexpended part of the appropriation for the
fiscal year 1942 shall not revert to the Treasury, but shall be carried forward and
become available to the1 Military Department in the fiscal year 1943, upon approval
by the Board of Public Works, for such purposes of the -'Department as ttie find board
shall feel is necessary for the needs of the State, or if not needed for tie purposes of
the Military Department, any unexpended balances in the budget of the Military Depart-
ment for the fiscal years 1942 and 1943 are to be made available, upon approval of the
Board of Public Works, for such expenses as may be necessary for the purposes of the
Maryland Council of Defense.
