land his successors and any additional similar appointees, shall
be and they are hereby constituted Police Justices of the City.
The said Justices shall be furnished with copies of the ordi-
nances of the City and shall keep a separate docket for corpo-
ration cases, and therein record and make regular entries of the
proceedings in all cases, setting forth the fine or imprisonment
imposed and the amount of costs, and he shall submit said dock-
et to the inspection of any person who may request to see the
same and upon demand of any person interested, shall deliver a
copy of any judgment or verdict rendered by him. It shall
be the duty of said Police Justice to make out a summarized
statement of all corporation cases tried before him with the
fines and costs therein collected and which statement shall be
submitted quarterly to the Mayor and City Council after
being sworn to before the Mayor. Upon request of the Mayor
and City Council, the Trial Magistrate shall produce his
dockets and may be placed under oath and interrogated as to
the entries therein. They shall pay over unto the City Treas-
urer quarterly all fines collected and retain all court costs
for his services.
SEC. 57. From any judgment, decision or verdict rendered
by the Police Magistrate in the enforcement of City ordi-
nances, an appeal shall lie by the person aggrieved to the
Circuit Court for Harford County provided the appeal is
taken within ten days after rendering of the judgment; and
provided the person aggrieved shall enter into good and suffi-
cient bond for the faithful prosecution of the appeal and for
the payment of all costs in case the judgment be affirmed; but
110 appeal shall stay process or execution upon judgment
unless a bond be given as before provided.
SEC. 58. If the Police Justice wilfully neglects to discharge
any of the duties imposed upon him by the Charter and ordi-
nances of the city, or refuses to pay over the fines collected
by him as herein directed, he shall be liable to indictment in
the Circuit Court for Harford County and upon conviction he
shall be fined the sum of Fifty ($50. 00) Dollars or imprisoned
in the County Jail for a term not exceeding three months, or
both, in the discretion of the Court.
CITY CLERK.
SEC. 59. The Mayor, by and with the advice and consent
of the City Council, shall on assuming office appoint for a
period of one year a resident, legal voter and taxpayer of the
City not less than twenty-five years of age as City Clerk.
