necessary office, clerical and investigational expenses of the
Board shall be paid by the County Commissioners of Talbot
County out of receipts from licenses for the sale of alcoholic
beverages. Provided, however, that the said Liquor Control
Board shall not expend more than two thousand five hundred
dollars ($2, 500. 00) in any year for salaries and expenses, said
sum or sums to be expended in the discretion of said Liquor
Control Board.
The said Board shall have the power to approve or disap-
prove all applications for licenses for the sale of alcoholic bev-
erages in Talbot County and shall have and exercise all the
powers granted to and perform all the duties imposed by this
Article upon Boards of License Commissioners in regard to
alcoholic beverages.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths of
all the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of its
passage.

AN ACT to repeal and re-enact, with amendments, Section 8
of Article 33 of the Annotated Code of Maryland (1939
Edition), title "Elections", sub-title "Supervisors of Elec-
tions", providing for the appointment and compensation of
a clerk to the Supervisors of Elections of Calvert County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 8 of Article 33 of the Annotated Code of
Maryland (1939 Edition), title "Elections", sub-title "Super-
visors of Elections", be and it is hereby repealed and re-
enacted, with amendments, to read as follows:
8. The Board of Supervisors of Elections of the several
counties may have clerks, with the consent of the County Com-
missioners, for their respective counties, at such compensation
as the said County Commissioners may fix. Beginning with
January 1, 1939, the Supervisors of Elections of the City of
Baltimore shall have a chief clerk at a salary of thirty-five
