name shall be counted if it shall be upon the nomination
paper of more candidates than are required to fill the vacan-
cies. All such nomination papers shall be accompanied by an
affidavit or affidavits certified by and signed by the affiant that
the signers thereto are registered voters of the City.

SEC. 21. Any person whose name has been presented as a
candidate for any office may cause his name to be withdrawn
from nomination by request in writing, signed by him and
acknowledged before an officer qualified to take acknowledg-
ments, filed with the said Board of Election Supervisors, and
no name so withdrawn shall be printed upon the ballots.

CONDUCT OF ELECTIONS AND RETURNS

SEC. 22. Regardless of the manner in which the City is
subdivided into precincts for National, State or County elec-
tions, there shall be no such division in the instance of City
elections, all regulations concerning the latter of which are
within the sole authority of the local Board of Election Super-
visors.

SEC. 23. At all City elections, the polls shall be opened
at 9: 00 A. M. and closed at 7: 00 P. M.; the method of casting
and marking ballots, the powers and duties of the voters in
relation thereto, and the rendering of assistance to physically
disabled voters shall be the same as provided for in County and
State elections.

SEC. 24. Every voter shall deliver to the Judges of Elec-
tion one official ballot to be furnished him and the ballot so de-
livered to and received by the Judges of Election shall be de-
posited in the ballot-box until the polls be closed. One ac-
credited representation or challenger of each candidate voted
for at each election, to be designated in writing by such candi-
dates, and in case of his necessary absence, a substitute simi-
larly selected shall be entitled to be admitted into and remain
in the polling room from the opening until the close of the
election, and until the vote has been counted, and until the
result is ascertained; and a refusal to permit any such rep-
resentation shall be a misdemeanor punishable in the Circuit
Court for Harford County by a fine not exceeding Five Hun-
dred ($500. ) Dollars or by imprisonment not exceeding six
months, or by both fine and imprisonment, in the discretion
of the Court. It shall be unlawful for said representatives to
inquire or ascertain for what candidate or candidates any
voter may intend to vote, or has voted, or to confer in the poll-
ing room with any voter, or to aid or assist him in the prepara-
tion of his ballot.
