right to register from fully exercising such right, or shall
compel, or endeavor to compel, by any such means, any officer
of registration to admit to registration of any person not
legally entitled thereto, or shall unlawfully interfere with
any officer of registration in the discharge of his duties under
this Article, or shall make any assault or commit any assault
and battery or incite or create a riot, or any breach of the
peace at or near to any place of registration in the City of
Havre de Grace, during the sittings of any officer of registra-
tion provided for by this Article, he shall be guilty of a mis-
demeanor and upon conviction thereof by the Circuit Court
for Harford County shall be punished by a fine not exceeding
Five Hundred ($500. 00) Dollars, or by imprisonment not ex-
ceeding three (3) years or by both fine and imprisonment.

SEC. 11. If the Clerk, any member of the Board of Election
Supervisors, any officers of registration, or judge of elections,
shall lose any registry of voters which may be in his or their
charge or custody, or if any such officer or any other person
shall wilfully destroy, mutilate, deface, falsify or fraudulently
remove or secrete any registry of voters, or shall fraudulently
make any false entry in or false copy of any registry of voters,
or part thereof or shall fraudulently make any entry, erasure,
or alteration in any registry of voters or part thereof, he shall
be guilty of a misdemeanor, and upon conviction thereof,
shall be punished by a fine not exceeding Five Hundred
($500. 00) Dollars, or by imprisonment not exceeding three
(3) years, or by both fine and imprisonment.

BOARD OF ELECTION SUPERVISORS.

SEC. 12. The Mayor by and with the advice and consent of
the City Council shall on or before the second Monday in
April in the year nineteen hundred and forty-one appoint three
persons, registered voters and taxpayers of the City, and not
office-holders, who shall constitute a Board of Election Super-
visors, one of whom shall be appointed for six years, one for
four years and one for two years and until their respective
successors shall be appointed and qualified. On or before the
said date in each of the two years following, the Mayor shall,
with the consent and advise of the City Council, likewise
appoint a citizen having the aforementioned qualifications to
fill the vacancy occasioned by the expiration of the term of
the retiring member of said Board. The said Board shall
organize annually by electing one of their members as Presi-
dent and each member shall receive such compensation as the
Mayor and City Council may prescribe.
