QUALIFICATIONS OF VOTERS
SEC. 6. All citizens of the United States of twenty-one years
of age or upward who have resided in the City at least one
year preceding any municipal election and who are eligible to
register in any State and County election held tinder the pro-
visions of the Public General Laws of Maryland, and whose
names shall appear upon the list of registered voters of the
City as hereinafter provided shall be qualified voters of the
City and as such shall be entitled to vote at any election held
under the provisions of this Charter.
REGISTRATION OF VOTERS.
SEC. 7. On the first and second Mondays and Tuesdays in
April of the year in which a municipal election is to be held,
the City Clerk shall sit in the Council Chamber between the
hours of 9.00 A. M. and 7.00 P. M. for the purpose of register-
the legally qualified voters of the City of Havre de Grace who
are not registered, and beginning in the year 1945 and during
every ten years thereafter, the City Clerk shall at the hours
and on the days mentioned compile an entire new registration
of voters. The Mayor is hereby authorized to appoint one or
more Deputy Clerks to assist the Clerk in said duties.
SEC. 8. It shall be the duty of said Clerk or his Deputy
to enter in alphabetical order upon the registry book the name
of every person appearing1 before him at the times specified in
Section 7 and requesting to be registered; provided he shall
be satisfied by the oath of said person or otherwise that he is
a citizen of the United States above the age of twenty-one
years and has the other qualifications required by this act
for voters of the City, and the Clerk shall have power to
administer the oath required by this Section. On the Monday
following the close of the registration, the Mayor and City
Council shall revise the list, striking therefrom the names of
all persons who are dead, or who have removed from the City,
or who are otherwise disqualified as voters; and within one
week thereafter, they shall publish by handbills to be set up
at the City Hall and in at least two other public places in
the City, a list of names that have been stricken from the
registration books, as well as a list of the new names added
thereto. Any person feeling aggrieved by the action of the
Clerk in registering or refusing to register the name of any
person as aforesaid, or by the Mayor and City Council in
striking out or in refusing to strike out the name of any per-
son, as aforesaid, shall have the right of a hearing1 before the
Council, which shall have power to determine the matter, sub-
ject to an appeal by the party aggrieved, to the Circuit Court
