tion of a site and the erection of and equipment of a new
building for Oakland High School, but the plans for the build
ing shall be subject to the approval of the State Superin-
tendent of Schools, as provided by Section 30 of Article 77 of
the Annotated Code of Maryland (1939 Edition). No money
shall be paid upon any contracts made for or any work done
in the erecting and/or equipping of the building until they
have been approved by the County Board of Education. Any
balance remaining after paying the cost of providing the new
Oakland High School building may be used by the County
Commissioners for general county purposes.

SEC. 6. And be it further enacted, That for the purpose of
paying the interest, on such bonds as may be issued under the
provisions of this Act and redeeming them as they mature,
the County Commissioners of Garrett County shall include in
the levy for the year after their issuance and each year there-
after until they mature and have been redeemed an amount
sufficient to pay the annual interest on the bonds and to
redeem them as they mature.

SEC. 7. And be it further enacted, That this Act shall be
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed by a yea and nay vote, supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly the same shall take effect from the date of its
passage.

AN ACT to add twenty-four new sections to Article 20 of
the Code of Public Local Laws of Maryland (1930 Edition),
title "Somerset County", sub-title "Crisfield", said new
sections to be known as Sections 116A, 116B, 116C, 116D,
116E, 116F, 116G, 116H, 116-1, 116J, 116K, 116L, 116M,
116N, 116-O, 116P, 116Q, 116R, 116S, 116T, 116U, 116V,
116W and 116X, to follow immediately after Section 116
of said Article and to be preceded by the heading "Municipal
Electric Light and Power System", authorizing the Mayor
and Council of Crisfield to purchase, acquire, construct,
establish, own, maintain and operate a municipal electric
