HERBERT R. O'CONOR, GOVERNOR, 1631

(1939 Edition), title "State Police", relating to the classifi-
cation of State police officers.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 3 and 5 of Article 88B of the Annotated
Code of Maryland (1939 Edition), title "State Police", be and
they are hereby repealed and re-enacted with amendments, to
read as follows:

3. There is hereby created a Department of Maryland State
Police. The head of this Department shall be a Superin-
tendent, with the rank of Colonel in the Department. He shall
be appointed by the Governor with the advice and consent of
the Senate. Said Superintendent shall be appointed for a
period of four years, and the term of his office shall run for a
period of four years from the first day of June following his
appointment. Said Superintendent shall be subject to removal
by the Governor for official misconduct or incompetency. Said
Superintendent shall hold his office until his voluntary resig-
nation or removal by the Governor. In the event the Super-
intendent is removed or resigns, the Governor shall have power
to appoint a Superintendent in his place and stead, who shall
hold office for the remainder of the unexpired term of the
Superintendent who resigns or shall be removed from office.

5. The Superintendent may establish and maintain a classi-
fication of ranks and grades for the police employes of the
Department as follows: There maybe (1) Major; (2) Captains,
one to be designated as Senior Captain; (7) Lieutenants; (1)
Sergeant Major; (1) First Sergeant for the fiscal year 1942
and (9) First Sergeants for the fiscal year 1943; (6) Detective
Sergeants; (1) Quartermaster Sergeant; (1) Sergeant Mechan-
ic; (13) Sergeants for the fiscal year 1942 and (17) Sergeants
for the fiscal year 1943; (18) Corporals; (22) Officers First
Class for the fiscal year 1942 and (26) Officers First Class for
the fiscal year 1943; (67) Officers for the fiscal year 1942 and
(91) Officers for the fiscal year 1943. The Superintendent
shall maintain such clerical employees as are now employed
in the Motor Cycle Department of the Commissioner of Motor
Vehicles, or as may be required to carry on the efficient work
of the Department of Maryland State Police.

The Superintendent shall designate the authority, respon-
sibility and the duties of the various ranks, grades and posi-
tions created under this section, within the limits of this Ar-
ticle, and with the approval of the State Employment Com-
missioner, shall also set standards and qualifications and fix
prerequisites of training, education and experience. Salaries
to be paid to the employees of the Maryland State Police
Department shall be as follows:
