(d) Provided nothing hereinabove contained shall
make unlawful the registration or operation upon the high-
ways of this State of any commercial motor vehicle or
passenger bus, now registered in this State, the operation
of which was permissible under the provisions of Section
196 of Article 56 of the Annotated Code of Maryland (1939
Edition).

(e) The service brakes upon any commercial motor
vehicle or combination of vehicles shall be adequate to stop
such vehicle or vehicles when traveling twenty (20) miles
per hour within a distance of thirty (30) feet when upon
dry asphalt or concrete pavement surface free from loose
material where the grade does not exceed one (1%) per
cent.

(f) Under the above conditions the hand brake shall
be adequate to stop such vehicle or vehicles within a dis-
tance of fifty-five (55) feet and said hand brake shall be
adequate to hold such vehicle or vehicles stationary on any
grade upon which operated.

(g) All braking distances specified in this section shall
apply to all vehicles mentioned, whether such vehicles are
not loaded or are loaded to the maximum capacity permit-
ted under this Article.

(h) All brakes shall be maintained in good working
order and shall be so adjusted as to operate as equally as
practicable with respect to the wheels on opposite sides of
the vehicle.

196. (2B) The State Roads Commission with respect
to highways and bridges under its jurisdiction may by
resolution prohibit the operation of vehicles upon any
such highway or bridge or impose restrictions as to the
weight of vehicles to be operated upon any such highway
or bridge, for a total period of not to exceed 90 days in
any one calendar year, whenever any said highway or
bridge by reason of deterioration, rain, snow, or other
climatic conditions will be seriously damaged or destroyed
unless the use of vehicles thereon is prohibited or the per-
missible weights thereof reduced.

The State Roads Commission enacting any such resolu-
tion shall erect or cause to be erected and maintained signs
designating the provisions of the ordinance or resolution
at each end of that portion of any highway or bridge af-
fected thereby, and the resolution shall not be effective
unless and until such signs are erected and maintained.

(3) (Speed of Other Vehicles. ) No motor vehicle
shall be operated upon any public highway of this State
