direct the conduct and accounting of executors and adminis-
trators, pass such orders as in their discretion may be re-
quired in the course of the administration of estates for
the transfer of personal property, both tangible and in-
tangible, the title to which is not in dispute, superintend
the distribution of estates of intestates, secure the rights
of orphans and legatees and administer justice in all mat-
ters relating to the affairs of deceased persons and of per-
sons found to be dead pursuant to the Uniform Absence as
Evidence of Death and Absentees' Property Act (Article
16, Sections 280A to 280M, inclusive).
SEC. 4. And be it further enacted. That all laws or parts
of laws inconsistent with the provisions of this Act be and
they are hereby repealed to the extent of such inconsis-
tency.
SEC. 5. And be it further enacted, That, if any pro-
vision of this Act or the application thereof to any person
or circumstances, is held invalid, such invalidity shall not
affect other provisions or applications of the Act which
can be given effect without the invalid provision or appli-
cation, and to this end the provisions of this Act are de-
clared to be severable.
SEC. 6. Nothing herein contained shall apply to or
affect any litigation pending prior to the effective date of
this Act.
SEC. 7. And be it further enacted, That this Act shall
take effect June 1st, 1941.

AN ACT to add eighteen new sections to Article 89B of the
Annotated Code of Maryland (1939 Edition), title "State
Roads", such new sections to follow immediately after Sec-
tion 122 of said Article, under a new sub-title "Motorways",
and to be known as Sections 122A to 122R, inclusive, author-
izing the State Roads Commission to establish, construct,
operate and maintain a motorway as therein defined from,
near or through Baltimore City, which may include a bridge
over or a tunnel under the Patapsco River, to the district
