3. Special license of any class, which shall entitle the
holder thereof to exercise the privileges of such license for a
period not exceeding ten consecutive days at a fee of Five
Dollars ($5. 00), in cases where a license has been cancelled,
revoked or suspended, for the purpose of permitting him to
dispose of his stock of alcoholic beverages; and said special
license shall carry with it the privilege of selling said stock
at retail or to one or more holders of wholesale licenses, and
such holders of wholesale licenses are hereby authorized to
purchase same. But nothing herein shall authorize said licen-
see to purchase alcoholic beverages for the purpose of resale
under this permit.

4. Special licenses of any class which shall entitle the
holder thereof to make a temporary removal of the licensed
premises from one location to another where said removal is
made necessary by fire or other catastrophe while said prem-
ises are being restored, and which shall entitle the holder
thereof to exercise the privileges of such license for a period
in the discretion of the licensing authority but not to exceed
six months. No fee shall be charged for this special license
but the said licensing authority shall be required to approve,
as in the case of original applications, the new location to
which the license holder has temporarily removed.

None of the special licenses, hereinabove provided for shall
be issued in any county, or in Baltimore City, or in this State
in case of application for State-wide license, in which the
issuance of a regular license of the same class is not author-
ized by this Article. The holder of any such special license
as here provided shall be authorized to exercise all privileges
conferred by such a license during the same hours prescribed
for regular licenses of the same class.

13. Form of Application. Every new application for a
license shall be made to the Board of License Commissioners
and the Clerks of Court upon forms prescribed by the Comp-
troller and sworn to by the applicant. Every application for
a license shall contain the following statements:

(1) The class of license desired;

(2) The name and residence of the applicant and how
long he has resided at that address;

(3) A statement that the applicant is a citizen of the
United States;

(4) A statement that the applicant has been for two years
next preceding the filing of his application a resident of the
County or of the City of Baltimore in which he proposes to
operate under the license applied for;

(5) The age, sex and color of the applicant;
