sufficient to pay the interest on the bonds outstanding and the
principal of bonds maturing during the succeeding year.
SEC. 5. And be it further enacted, That before any bonds
shall be issued and sold pursuant to this Act, the question of
such issue shall first be submitted to the legally qualified voters
of the City of Annapolis at the regular municipal election to
be held in July, 1941. No bonds shall be issued hereunder
unless at such municipal election a majority of the legally
qualified voters of said City of Annapolis, voting on the ques-
tion, shall vote in favor of the bond issue. There shall be
printed on the ballots to be used at said election the title of
this Act and underneath such title a square or box to the right
and opposite the words "For f50, 000 Municipal Bond Issue for
Public Recreation", and a corresponding square or box to the
right and opposite the words "Against f 50, 000 Municipal Bond
Issue for Public Recreation", so that said voters may desig-
nate by a cross mark in the appropriate square or box his or
her decision for or against said bond issue. If a majority of
the votes cast on said question shall be "For $50, 000 Municipal
Bond Issue for Public Recreation", then this Act shall there-
upon automatically become effective immediately, unless such
election be contested, in which event it shall take effect imme-
diately upon the final determination of such contest, provided
such determination is favorable to the issuance of such bonds;
but if a majority of the votes cast thereon shall be "Against
$50, 000 Municipal Bond Issue for Public Recreation", then this
Act shall be null and void and of no effect whatsoever.
SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and being
passed by a yea and nay vote, supported by three-fifths of all
of the members elected to each of the two Houses of the Gen-
aral Assembly, the same shall take effect from the date of its
passage.

AN ACT to repeal and re-enact, with amendments, Section 157
of Article 33 of the Annotated Code of Maryland (1939 Edi-
tion), title "Elections", sub-title "Offenses", to permit the
gale of alcoholic beverages in Baltimore City on election
days beginning three hours after the polls are closed.
