assistance necessary and proper to carry out the purposes of
this Act.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1941.

CHAPTER 842.
(House Bill 445)

AN ACT to add a new section to Article 33 of the Annotated
Code of Maryland (1939 Edition), title "Elections", sub-title
" Supervisors of Elections", said new section to be known as
Section 8A and to follow immediately after Section 8 of
said Article, relating to the appointment of additional
registrars in Baltimore City, and providing for their com-
pensation, powers and duties.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and the same is hereby added to
Article 33 of the Annotated Code of Maryland (1939 Edition),
title "Elections", sub-title "Supervisors of Elections'', said
new section to be known as Section 8A, to follow immediately
after Section 8 of said Article and to read as follows:

8A. In addition to the registrars provided in Section 8 of
this Article, the Board of Supervisors of Elections of the City
of Baltimore may, in their discretion, appoint such number
of temporary registrars as they may deem necessary, but not
exceeding twenty, to serve no longer than a period of fifteen
days immediately prior to the last day for the registration of
voters preceding the Primary or General Election in 1942 and
1943 at a compensation of ten dollars ($10. 00) each, per day.
One-half of such number of temporary registrars as may be ap-
pointed under the provisions of this section shall be selected
from a political party opposite to that of the Governor. Any
two of such temporary registrars, provided one be of opposite
political affiliation to the other, are hereby authorized during
the period of their appointment, to register, transfer, affiliate
or change the affiliation of any person or persons so applying,
and for the purpose of enabling such persons to register,
transfer, affiliate or change their affiliation, the temporary
registrars who may be appointed under the provisions of this
section shall have the rights and powers of registration officers,
including the right and power of administering oaths as fully
