SEC. 9. And be it further enacted, That no tax be levied in
said Regional District for the administration of this Act until
such time that such tax is authorized by the General Assembly
of Maryland, but the Commission or the District Council may
fix a fair schedule of fees including charges for the determina-
tion of the use or occupation of land within said Regional
District, and the said Commission, or the District Council, is
hereby authorized to use its available funds for the purpose
of administering this Act.
SEC. 10. And be it further enacted, That if any part of this
Act is declared void or unconstitutional, the validity of the
remaining parts shall not be affected and all Acts or parts
of Acts inconsistent herewith are hereby repealed to the
extent of such inconsistency.
SEC. 11. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Sections
148 and 157 of Article 48A of Flack's Annotated Code of
Maryland (1939 Edition), title "Insurance", sub-title
"Mutual Insurance Companies", prescribing additional re-
quirements for the licensing of domestic and foreign mutual
insurance companies.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 148 and 157 of Article 48A of Flack's
Annotated Code of Maryland (1939 Edition), title "Insur-
ance", sub-title "Mutual Insurance Companies", be and the
same are hereby repealed and re-enacted, with amendments, to
read as follows:
148. Requirements Prior to Doing Business. No company
organized under this sub-title shall issue policies or transact
any business of insurance unless it shall comply with the condi-
