of Montgomery County, the Board of Election Supervisors of
Montgomery County, the Board of Health, the Police Civil
Service Commissioner and the Police Trial Board, the County
Accountant and Comptroller, the County Engineer and the
Building Inspector for Montgomery County.
SEC. 2. And be it further enacted, That any and all laws
either public general or public local law inconsistent with
the provisions of this Act be and they are hereby repealed
to the extent of such inconsistency.
SEC. 3. And be it further enacted, That this Act shall take
effect June 1, 1941.

AN ACT to repeal and re-enact, with amendments, Sections
164 and 165 of the Code of Public Local Laws of Mont-
gomery County (1939 Edition—being Article 16 of the
Code of Public Local Laws of Maryland), title "Mont-
gomery County", sub-title "County Accountant and Budget",
relating to the administration of the fiscal affairs of Mont-
gomery County, changing the name of the County Account-
ant to County Accountant and Comptroller, and relating to
the powers and duties of said County Accountant and
Comptroller.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 164 and 165 of the Code of Public Local
Laws of Montgomery County (1939 Edition—being Article
16 of the Code of Public Local Laws of Maryland), title
"Montgomery County'7, sub-title "County Accountant and
Budget", be and they are hereby repealed and re-enacted, with
amendments, to read as follows:
164. It shall be the duty of the Board of County Commis-
sioners of Montgomery County to appoint a person highly
qualified in accounting, preferably in governmental account-
ing, who shall hold a certificate as Certified Public Accountant
issued by the duly constituted authority of some State of the
United States or of the District of Columbia as County Ac-
countant and Comptroller. The said County Accountant and
Comptroller shall hold office for a term of four years and
