the said Mayor and Council of Hurlock, and shall perform such
duties as the Mayor and Council may assign to him; he shall
account for and pay over unto the clerk all moneys collected,
or received by him, if any there be as such bailiff; he shall pre-
serve the peace and good order of the town, may make arrests
and serve warrants and other legal process within, and one
mile beyond, the corporate limits of the town, and for these
purposes he is hereby invested with the same power and
authority as any constable has under the laws of this State,
and he shall be allowed the same fees as are allowed constables
for similar services, and said fees shall be taxed as part of the
costs.
29. The violation of any ordinance of the said Corporation
shall be a misdemeanor and the Mayor and Council of Hur-
lock shall have power by ordinance to fix penalties therefor
not inconsistent with the penalties fixed by the laws of Dor-
chester County for violation of similar misdemeanors and any
person violating any ordinance may be tried therefor before,
and if found guilty punished by the trial magistrate for Dor-
chester County or in the event there is another trial magis-
trate having jurisdiction in Hurlock, then before and by him
in accordance with the laws of Dorchester County regulating
such trial.
30. In May, in the year 1942 and in May of every second
year thereafter, or as soon as practicable thereafter, the Mayor
and Council of Hurlock shall appoint a competent accountant,
whose duty it shall be to make a careful examination, at least
once in each and every year, of the books, accounts, statements
and such other matters relating to the office and affairs of the
town clerk, treasurer and collector as the said Mayor and
Council of Hurlock may direct. Said accountant shall be
called the "City Auditor of Hurlock", and shall, before he
enters upon the duties of his office, take and subscribe before
the Mayor of Hurlock, the official oath prescribed by the State
Constitution, and he shall hold office for two years from the
day of his appointment, and for his services he shall receive
such yearly salary, as the said Mayor and Council may fix. He
shall report in writing to the Mayor and Council of Hurlock
the report of his examination as soon after he has made the
same as may be practicable which report shall be published at
the close of each fiscal year. In case of a vacancy in said office,
the said Mayor and Council of Hurlock shall fill the vacancy
for the balance of the unexpired term.
31. The said Mayor and Council of Hurlock shall have full
power to lay out new streets or roads within said corporate
