limits of said city; to prohibit gambling, unseemly amuse-
ments, games, exhibitions and entertainments and to prescribe
penalties for violations of the ordinance or ordinances passed
in the matter of the premises; to establish and maintain a fire
department; to regulate the erection or repairing of buildings
and to grant permits therefor, specifying the materials of
which same shall be built and the purpose for which the same
is to be used; to provide for taking down and removing any
building erected without a permit first having been obtained
from the Mayor and Council after the effective date hereof;
to prevent and regulate the storage of gunpowder, oil or other
combustible matter in such quantities and in such places as
they may deem proper; to regulate and license all pawn-
brokers, junk dealers, fire and slaughter sales, auction sales,
peddlers, peddlers of nostrums, remedies, medicines or no-
tions; to regulate and license all ten-pin alleys, bowling alleys,
skating rinks, billiard or pool tables, theatres, moving-picture
shows and all other shows and exhibitions of every kind; to
build and repair sewers and to pass ordinances requiring
owner of property on abutting streets in which there are sew-
ers belonging to the town to tap said sewers and to pay a
reasonable charge for same; to provide and maintain a build-
ing line on the streets of said town and to provide and main-
tain a curb line on said streets.
17. The year for ordering and repairing the streets, lanes,
alleys and thoroughfares of said town shall be reckoned from
the first Monday of July, inclusive, in one year to the first
Monday of July, inclusive, in the next year.
18. The County Commissioners of Dorchester County, in
each and every year after the passage of this Act, shall pay
to the Mayor and Council of Hurlock fifteen hundred dollars
(fi, 500. 00), to be used and applied by said Mayor and Council
of Hurlock in repairing and maintenance of the streets of
said town of Hurlock; provided, that all payments heretofore
made by the County Commissioners of Dorchester County to
the Commissioners of Hurlock for the corporate purposes of
said town shall be and the same are hereby ratified and con-
firmed.
19. In each and every year the annual levy shall be made
between the first and fifteenth days of June.
20. That after the making of the appropriations and levy
for the ensuing fiscal year, the person to whom property is
assessed at the time of the making of the levy shall be held
responsible for the whole tax charged to him, provided, he
has property of sufficient amount to cover said tax. After the
