108. The Conservation Commission is authorized and em-
powered, after reasonable notice by publication or otherwise,
to permit the catching, canning, packing, shipping or posses-
sion of the egg-bearing female crab, known as the sponge
crab, spawn crab, blooming female crab, or mother crab, or
the female crab from which the egg pouch or bunion has been
removed, under such regulations as it may prescribe, or to
prohibit the catching, canning, packing, shipping or possession
of the same. Any such regulation or prohibition shall have
the force, and effect of law, and any person violating the
same shall be guilty of a misdemeanor and subject to the pen-
alties prescribed by Section 112 of this Article.

SEC. 3. And be it further enacted, That if any of the pro-
visions of this Act, or of any regulation or prohibition adopted
hereunder shall be questioned in any Court, and shall be
adjudged unconstitutional or invalid, then this Act shall be
void and of no effect, and shall not be deemed or construed as
a repeal or repeal and re-enactment of the law effective
prior to the passage of this Act.

SEC. 4. And be it further enacted, That this Act shall take
effect on June 1st, 1941.

CHAPTER 767.
(House Bill 379)

AN ACT to repeal Sections 129 to 143, inclusive, of Article
48 of the Annotated Code of Maryland (1939 Edition), title
"Inspections", sub-title "Seed", and to enact in lieu thereof
eight new sections, to be known as Sections 129 to 136 of
said Article, and to follow immediately after Section 128,
relating to the labeling, selling, offering, or exposing for
sale of agricultural and vegetable seeds.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 129 to 143, inclusive, of Article 48 of the
Annotated Code of Maryland (1939 Edition), title "Inspec-
tions", sub-title "Seed", be and they are hereby repealed; and
that eight new sections be and they are hereby enacted in lieu
thereof, said sections to be known as Sections 129 to 136 and
to follow immediately after Section 128 of said Article, and
to read as follows:
