ways of this State without obtaining a registration certificate
or operator's license from the Commissioner of Motor Vehi-
cles as hereinbefore prescribed; provided the State of which
he is a resident and the registration certificate which he dis-
plays shall extend the same privilege to residents of this
State; and provided, further, that motor vehicles, registered
under the laws of this State, or registered and identified as
required by the provisions of this section, may be operated
by a non-resident of the State if such non-resident is prop-
erly licensed to operate motor vehicles under the laws of the
State in which an examination as to qualification to operate
motor vehicles is required, and in which State residents of
Maryland are given the same privilege; and provided, fur-
ther, that the privilege to operate motor vehicles in Mary-
land granted non-residents under the provisions of this sec-
tion may be refused, suspended or revoked by the Commis-
sioner of Motor Vehicles for any cause for which he is author-
ized to refuse, suspend or revoke the license of any resident
of Maryland; and provided, further, that if any non-resident
be convicted before any Justice of the Peace, Committing
Magistrate or Police Justice of violating any provision of this
sub-title, he shall thereafter be subject to and required to com-
ply with all the provisions of this sub-title relating to the
registration of motor vehicles and the licensing of operators
thereof; and the Governor of this State is hereby authorized
and empowered to confer and advise with the proper officers
and legislative bodies of other States of the Union, and enter
into reciprocal agreements under which the registration of
motor vehicles owned by the residents of this State will be
recognized by such other States, and he is further authorized
and empowered from time to time to grant to residents of
other States the privilege of using the roads of this State as
in this section provided in return for similar privileges granted
residents of this State by such other States.
The aforegoing exemption of non-residents shall not apply
to operators of motor vehicles or motorcycles who are resi-
dents of States which do not require the display of identifica-
tion markers on the same, nor shall it apply to non-residents
of this State who have temporary residences in this State for
periods in excess of three months in any year, or to non-
residents engaged in the business of transporting persons or
property for hire, wholly or partly upon or over the public
highways of this State, over fixed routes or between fixed
termini. Officers, men and other employes of the United
States Army, Navy and Marine Corps, assigned to duty in
this State, whose personal passenger motor vehicles are prop-
erly registered in the State of their residence shall not be re-
