26. The Mayor and City Council, at their first meeting after
their qualification, or as soon thereafter as possible, shall
select the following officers, to wit: A City Clerk, a City
Solicitor, an Auditor, a Collector of Taxes, a City Magistrate,
a doctor to act as a member of the Board of Health, a City
Engineer, a Superintendent of Streets, a Superintendent of
Water and Electric Light Works, a Water Waste Inspector,
and, if deemed necessary by the Mayor and City Council at
any time, an assistant City Engineer. All said officers so
elected shall receive such salary or compensation as the Mayor
and City Council, may, by ordinance, provide, payable in equal
monthly installments, and shall hold their offices for four
years, and until the election and qualification of their
successors, unless removed by the said Mayor and City Coun-
cil, under the authority vested in it by this Article.

90. The Mayor and City Council of Cumberland shall, on
the first Monday in June, 1942, and every four years thereafter
appoint for said city, a certified public accountant, who is
skilled in the examination and adjustment of books and
accounts.

SEC. 2. And be it further enacted, That whenever any
changes are necessary in the wording of any section of Article
1A of the Public Local Laws of Maryland, title "City of Cum-
berland", in order to make the various sections of said Article
conform to the changes incident to changing from a two-year
to a four-year term of office for the Mayor, Commissioners and
other City Officials, such changes shall be deemed to have
been made and said sections shall be read and construed as if
such changes had actually been made.

SEC. 3. And be it further enacted, That this Act shall be
submitted to the legally qualified voters of the City of Cum-
berland at the regular municipal election in March, 1942, and
there shall be printed on each ballot to be used in said election
the title of this Act, and underneath thereof on separate lines,
the words "For Charter Amendment" and "Against Charter
Amendment", with a square opposite said words at the right
end of each line, so that each voter can indicate his or her
choice on said question.

The said election shall be conducted and the results thereof
ascertained in accordance with the Constitution and Laws of
this State relating to Elections, and if it shall appear from
the results of said election that a majority of the votes cast
are "Against Charter Amendment" then this Act shall not be-
come effective and it shall be null and void, but if a majority
of the votes cast are "For Charter Amendment", then this Act
shall immediately become effective.
