SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1941.

AN ACT to repeal and re-enact, with amendments, Sections
11, 12, 13, 16, 26 and 90 of Article 1A of the Code of Public
Local Laws of Maryland (1930 Edition), title "City of Cum-
berland", sub-titles "Elections", "Mayor and Council", and
"Public Accountant", increasing the terms of the Mayor
and certain city officials, increasing the salaries of the
Mayor and City Commissioners, eliminating the property
qualification for said offices and relating to the duties of
the Mayor and Commissioners and vacancies in any of said
offices and providing for a referendum vote thereon.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 11, 12, 13, 16, 26 and 90 of Article 1A of
the Code of Public Local Laws of Maryland (1930 Edition),
title "City of Cumberland", sub-titles "Elections", "Mayor and
Council" and ''Public Accountant", be and they are hereby re-
pealed and re-enacted, with amendments, to read as follows:
11. It shall be the duty of the Board of Election Super-
visors of Allegany County to order an election to be held in
the City of Cumberland on the third Tuesday of March
1942 and in each fourth year thereafter, at which elections
the qualified voters of said city shall select a Mayor
and four Councilmen. In ordering said election the said
Board shall determine the places in the City of Cumberland
for holding such elections, and the manner of holding the
same shall be governed by the laws of the State of Maryland
governing general elections, except in the matter of registra-
tion of voters, which shall be governed by the provisions set
forth in Sections 104 and 105 of this Article, and in the ordi-
nances of the Mayor and City Council now made or hereafter
made in pursuance thereof, and in the matter of primaries,
which shall be conducted as herein provided.
The said Board shall canvass the returns and declare the
election of the candidates receiving the highest number of
votes, and shall report the result of their canvass to the Mayor
and City Council.
