(f) The Mayor and Council shall have power to provide by
ordinance for the conducting, regulating and controlling of
Primary or City Elections in any respect not covered by the
specific provisions of this Act.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed by a yea and nay vote, supported by three-fifths of all
the members of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 83.
(Senate Bill 100)
AN ACT to repeal and re-enact, with amendments, Sec-
tion 154 of Article 56 of the Annotated Code of Mary-
land (1939 Edition), title "Licenses", sub-title "Regis-
tration of Motor Vehicles and Operators", so as to per-
mit motor vehicles used by farmers to be operated on
certain parts of the public roads.

(Senate Bill 101)
AN ACT to repeal and re-enact, with amendments, Section
166 of Article 56 of the Annotated Code of Maryland
(1939 Edition), title "Licenses", sub-title "Motor Vehi-
cles", sub-heading "Liability—When Operator and/or
Owner Required to Give Security For", providing that
the discharge in bankruptcy or under insolvency pro-
ceedings shall not relieve the operator or chauffeur and/
or owner from the obligation to satisfy a judgment for
damages on account of personal injuries or to property
before having his license renewed or his certificate of
registration restored.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 166 of Article 56 of the Annotated
