ing passed upon by a yea and nay vote supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly the same shall take effect from the date
of its passage.

(House Bill 257)
AN ACT to repeal and re-enact, with amendments, Section 266
of Article 23 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Wicomico County", sub-title
"Salisbury", as said Section was amended by Chapter 597
of the Acts of 1939, relating to the election of Clerk to the
Council, Collector of City Taxes and Treasurer of the City
of Salisbury.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 266 of Article 23 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Wicomico
County", sub-title "Salisbury", as said section was amended by
Chapter 597 of the Acts of 1939, be and the same is hereby re-
pealed and re-enacted with amendments, to read as follows:
266. (a) It shall be the duty of the Mayor and Council
of Salisbury to provide for each City and Primary Election a
suitable place or places for voting in each precinct, suitable
ballot boxes and ballots in the form and arranged as provided
in Section 99 of Article 33, of the Annotated Code of Maryland
(1939 Edition), except that such ballots shall contain the
name of every candidate whose nomination has been certified
to and filed according to the provisions of this Act.
(b) No person shall be a candidate for any public office in
the government of the City of Salisbury unless such person
shall be nominated either by a primary election held as here-
inafter provided or by petition in conformity with the require-
ments herein.
(c) A candidate for a public office in the government of the
City of Salisbury shall be deemed to have been nominated by
petition when he, or someone in his behalf, shall file, at least
ten days prior to the time for holding the election at which he
desires to be voted on, with the Clerk of Salisbury a certifi-
cate signed by at least two hundred qualified voters contain-
ing the name of the candidate, a statement of his political
affiliation, a statement of the office which he seeks, and a
