plied by the Commissioners to the payment of the interest
on and to the retirement of such outstanding bonds as may
be issued under this Act. The change in the method of col-
lecting said annual assessments and charges shall not be so
construed as to make any of said annual assessments and
charges subject to the bar of any statute of limitations.

SEC. 2. And be it further enacted, That this Act shall take
effect on and after June 1, 1939,

CHAPTER 464.
(House Bill 399)

AN ACT to amend Section 1 of Chapter 259 of the Laws of
Maryland of 1933 providing for the appointment of a County
Accountant for Montgomery County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That Section 1 of Chapter 259 of the Laws of Maryland
of 1933, providing for the appointment of a County Accountant
be and the same is hereby repealed and re-enacted, with amend-
ments, so as to read as follows:

SECTION 1. It shall be the duty of the Board of County
Commissioners to appoint a certified public accountant, as
County Accountant, to hold office at the pleasure of the Board
at a salary not to exceed Thirty-six Hundred Dollars
($3, 600. 00) per year payable monthly of which salary Six
Hundred Dollars ($600. 00) shall be payable out of the funds
of the Liquor Control Board for Montgomery County. The
County Accountant shall take the oath of office prescribed
by the Constitution of this State, and shall furnish a bond
in a penalty and form and with surety satisfactory to the said
Board, the premium for which shall be levied for and paid out
of the County Tax funds.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed by a yea and nay vote, supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.
