(3) To study the rules and procedure of the Senate and
House of Delegates and from time to time recommend changes
therein to improve and expedite the consideration of legisla-
tion by the General Assembly;
(4) To supervise the work of interim committees or com-
missions appointed at the direction of the General Assembly
or of either House;
(5) To prepare a legislative program in the form of rec-
ommendations or bills or otherwise as, in the opinion of the
Council, the welfare of the State may require, to be presented
at the next session of the General Assembly.
28. In order to carry out its functions the Council
(1) Shall receive recommendations and suggestions for
legislation or investigation from the members of the Coun-
cil, and of the Legislature; from any board, commission, de-
partment or officer of the State government or any local gov-
ernment; from bar associations, chambers of commerce, la-
bor unions or other organized groups; and from individual
citizens;
(2) Shall refer to the Director of Research for a study and
report by the Research Division such of the suggestions and
recommendations received as it deems worthy of considera-
tion;
(3) May appoint committees composed of such persons as
the Council may select, to serve without compensation, to as-
sist the Council on any subject or matter by study, investiga-
tion or advice;
(4) Shall consider the reports of the Director of Research
and of such committees and shall make such recommenda-
tions thereon as in its opinion the welfare of the State may
require;
(5) May hold hearings on any subject or matter whenever
it shall consider such hearings necessary or desirable in the
performance of its duties;
(6) Shall cause the preparation of such bills as may be
necessary to carry out any recommendations of the Council.
29. The Governor may from time to time send the Council
messages containing his recommendations for legislation and
explaining the policy of the administration on any matter
or matters.
