thorized and empowered to sell said bonds to the highest bid-
der upon sealed proposal, after having given at least ten days'
notice in some newspaper printed and published in Kent Coun-
ty and by such other advertisement as the Mayor and Coun-
cilmen of Rock Hall shall deem advisable, but the right is re-
served unto the said Mayor and Councilmen to reject any and
all bids. If no bids are received after such advertisement or
if all the bids are rejected by the Mayor and Councilmen of
Rock Hall, the said Mayor and Councilmen of Rock Hall are
authorized and empowered to sell the said bonds at private
sale at not less than par value and accrued interest.

SEC. 4. And be it further enacted, That the proceeds of the
sale of said bonds shall be used for the payment of outstand-
ing indebtedness and the balance shall be used for general
town improvements in the town of Rock Hall.

SEC. 5. And be it further enacted, That for the purpose of
securing the prompt payment of all instalments of interest
thereon as the same shall become due, semi-annually as afore-
said, and for the purpose of redeeming said bonds at maturity,
the Mayor and Councilmen of Rock Hall are hereby authorized
to levy annually a tax upon the assessable property of the
town of Rock Hall, such sum as may be necessary to pay the
interest on said bonds, semi-annually, and to redeem Two
Hundred Dollars ($200) of said bonds annually beginning
July 1, 1940, as aforesaid, until the same have been fully re-
deemed and retired.

SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed by a yea and nay vote supported by three-fifths of all
members elected to each of the two Houses of the General As-
sembly, same shall take effect from the date of its passage.

AN ACT to add a new section to Article 13 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Har-
ford County", sub-title "Bel Air", said section to be known
as Section 125A, authorizing the Town Commissioners of
Bel Air to promulgate rules and regulations relating to the
