any materials, equipment, machinery or supplies are pur-
chased by the County while he is in office, nor shall he
receive any commission or pecuniary profit on any such
purchases.
The said Roads Engineer shall reside in Harford County
during the term of his office, shall devote his entire time
to the discharge of his duties as such Engineer, and during
the term of his employment shall not accept or receive
any compensation from any other source.
446. The said Roads Engineer, appointed under the
provisions of the preceding Section, shall have charge and
supervision of the construction, reconstruction and repair
of the public roads and bridges in Harford County. He
shall inspect the roads and bridges of the County as often
as may be necessary to thoroughly familiarize himself with
the conditions and requirements of the County generally
and make such special examinations, surveys and report
as the County Commissioners may require. He shall have
full power to suspend work being done by contract if the
same is not in his judgment being done according to the
contract; and the County Commissioners on work done by
contract, shall make no payment therefor except upon the
written approval of said Roads Engineer. He shall also
have charge of the County machinery and equipment used
in such work and shall be responsible for the proper care
and maintenance thereof.
Whenever a section of the County roads is to be
improved, the said Roads Engineer shall prepare the
necessary right-of-way sheets and secure from the adjacent
land owners the necessary rights-of-way for the purpose of
widening, grading and relocating said roads to the end
that all such roads so repaired or re-built shall be of a
proper width, grade and alignment. He shall also, when
required by the County Commissioners, assist in securing
the necessary rights-of-way for the construction of State
roads in Harford County.
The said Roads Engineer and the County Commissioners
shall select and agree upon the necessary employees to
carry out the provisions of this Act, and shall as far as
possible select those men who have held similar positions
in connection with the same type of work in the past.
After their selection and employment they shall be under
the direct charge and control of the said Engineer and he
shall also have power from time to time to employ addi-
tional personnel for this work as the conditions may require
by and with the consent of the said Commissioners; he
