property of the citizens, and to suppress, abate or discon-
tinue, or cause to be suppressed, abated or discontinued
all nuisances, within the corporate and sanitary limits of
said town, they may pass all ordinances or by-laws from
time to time necessary; and to ensure the observance of
said ordinances, in addition to the action or debt, or such
other civil remedies as may exist in such cases by law for
the recovery of the penalties thereunto affixed, they may
affix thereto such reasonable fines, not exceeding fifty dol-
lars in any case, as to them appear right; and in default
of the payment of any fine imposed, they may provide for
the imprisonment of the offender for a period not exceed-
ing twenty days, or until the fine be paid; and instead of
the aforesaid penalties, it shall be lawful in case of the
conviction of any person for vagrancy, to sentence such
person to hard work for a period not exceeding1 ten days.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1939.

AN ACT to authorize the Mayor and Aldermen of Fred-
erick to provide by ordinance for making such additions,
amendments and alterations to the Charter and ordi-
nances of the Mayor and Aldermen of Frederick as may
be necessary to provide for a City Manager Form of
Government and providing for the submission of the
same to the duly qualified voters of Frederick City for
their approval or disapproval at a special election to be
held for that purpose in said city.
