such holiday. The Governor of this State shall have the
power by proclamation to appoint a day or days for the
general cessation of business in any one or more of the
political sub-divisions of the State, in case of emergency
from fire, flood or otherwise, with the same legal conse-
quences as hereinabove provided.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1939.

(Senate Bill 47)
AN ACT to add a new section to Article 22 of the Code of
Public Local Laws of Maryland (1930 Edition) title
"Washington County, " sub-title "Clearspring, " to be
known as Section 135A and to follow immediately after
Section 135, declaring water charges of the Town of
Clearspring to be liens upon the property served land
providing for the collection of the same.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be added to Article 22 of
the Code of Public Local Laws of Maryland (1930 Edition),
title "Washington County, " sub-title "Clearspring, " to be
known as Section 135A and to follow immediately after
Section 135 and to provide as follows:
135A. The rates, rents and charges for the use and
service of water as determined and charged by the Burgess
and Commissioners of Clearspring are hereby declared to
be and made liens upon the property used or served by
said water, and the same shall be collected in the same
manner as are municipal taxes.
SEC. 2. And be it further enacted, That this Act shall
become effective on June 1, 1939.
