poration of the State of Maryland, be and it is hereby au-
thorized and empowered to effect a composition of indebted-
ness in accordance with the Acts of Congress relating to
Bankruptcy, viz., Sections 401 to 404, inclusive, of Title 11
of United States Code Annotated.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

AN ACT to repeal and re-enact, with amendments, Section
390 of Article 23 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Wicomico County", sub-title
"Sheriff", as said section was enacted by Chapter 270 of the
Acts of the General Assembly of Maryland, 1937, providing
for an increase of the expenses of the sheriff, his office and
his deputies.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 390 of Article 23 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Wicomico
County", sub-title "Sheriff", as said section was enacted by
Chapter 270 of the Acts of the General Assembly of Mary-
land, 1937, be and it is hereby repealed and re enacted, with
amendments, to read as follows:
390. The Sheriff of Wicomico County shall receive an an-
nual salary of the sum of twenty-four hundred dollars
($2, 400. 00), to be paid to him in monthly installments of two
hundred dollars ($200. 00) by the County Commissioners of
Wicomico County and he shall be allowed sums not exceeding
in the aggregate five thousand dollars ($5, 000. 00) for any one
year for all expenses of his office, including automobile mileage
allowance, telephone and telegraph expense, clerical assistance,
and necessary deputies to assist in the discharge of his duties,
except the salary of a chief deputy which is hereinafter pro-
