398 LAWS OF MARYLAND. [CH. 237

"Motor Vehicles", sub-heading "Insurance for Commercial
Motor Vehicles", relating to the penalties for violating the
provisions of Section 187R under certain conditions.

SECTION 1. Be it enacted "by the General Assembly of Mary-
land,
That sub-section (f) of Section 187R of Article 56 of
the Annotated Code of Maryland (1935 Supplement), title
"Licenses", sub-title "Motor Vehicles", sub-heading "Insur-
ance for Commercial Motor Vehicles", be and it is hereby re-
pealed and re-enacted with amendments to read as follows:

(f) Any person violating any of the provisions of this
section shall be deemed guilty of a misdemeanor and upon
conviction shall be subject to a fine of not less than $100 nor
more than $500 for the first offense, and any person who shall
be convicted of a second or additional offense shall be subject
to a fine of not less than $500 nor more than f 2, 000. Provided,
however, that failure to have secured from the Commissioner
of Motor Vehicles the certificate showing that the said motor
vehicle is properly covered by the required insurance, but when
said vehicle is covered by insurance as required, shall subject
said person to a penalty of not less than $10 nor more than
$100 for each such offense and failure to have such certificate
in possession shall subject said person to a penalty of not less
than $1. 00 nor more than $10. 00 for each such offense.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1939.

(House Bill 237)

AN ACT to repeal and re-enact with amendments Section 204
of Article 56 of the Annotated Code of Maryland (1935
Edition), title "Licenses", sub-title "Motor Vehicles", sub-
heading "Enforcement of Motor Vehicle Laws—Arrest, Bail,
Trial and Appeal", relating to the conditions under which
fines shall be returned to the party paying same.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That Section 204 of Article 56 of the Annotated Code of
Maryland (1935 Edition), title "Licenses", sub-title "Motor
Vehicles", sub-heading "Enforcement of Motor Vehicle Laws—
